While economic growth is important to support inclusiveness and sustainability, the evidence shows that growth does not necessarily imply both objectives will be realized. Innovation offers many of the solutions to address inclusiveness and sustainability challenges, as highlighted in the TIP Systems Innovation and Transformation project and the CSTP's Innovation for Inclusive Growth project.
To what extent is inclusive and sustainable growth part of national innovation policy agendas?
This question needs to be set in a context of fundamental ongoing socio-economic transformations and involves multiple dimensions, regarding respectively the internal working of the science and innovation system (how inclusive is it?), its impact on social, economic and geographic inclusiveness, and the environmental dimension.
The 2019-20 TIP project on "Innovation policies for sustainable and inclusive growth" proposes to focus on how innovation policies could support inclusive and sustainable growth.

The "Making Innovation Benefit All: Policies for Inclusive Growth" report is one of the OECD project “Innovation for Inclusive Growth” outcomes. It discusses the mechanisms through which innovations based on information and communication technologies (ICT) may affect social inclusion and it also assesses the dispersion of innovation performance across regions within countries.
The "Inclusive innovation policies - Lessons from international case studies" policy paper analyses the role that inclusive innovation policies can play in tackling social, industrial and territorial inclusiveness challenges by drawing on 33 detailed policy examples from 15 countries. The paper discusses why these policies should be a priority, explores the specific challenges that arise in their implementation and provides recommendations as to how the challenges can best be addressed.
The OECD’s Inclusive Innovation Policy Toolkit is a practical and interactive guide developed to aid policy makers design and implement effective innovation policies for inclusive growth. It provides a set of examples of inclusive innovation policies implemented in different countries.
